13/01/2022 Giappone, Ryūkyū, Kyūshū, Okinawa  “If you ever come across anything suspicious like this item, please do not pick it up, contact your local law enforcement agency for assistance” 沖縄戦の傷跡は、戦争が終わった後も県民の暮らしにさまざまな形で影を落としてきた。普段は見えないまま潜み、住民の安全を脅かしているのが不発弾だ。建物や道路の工事現場などで、不発弾が見つかることは戦後77年となる今も珍しくはない「鉄の暴風」と呼ばれる激しい地上戦では、約20万トンもの爆弾類が使用された。その一部、約1万トンが不発弾として残ったと推定されている。　過去には住民らを巻き込む爆発事故も起きた。　県民に強い衝撃を与えたのは1974年に那覇市の幼稚園で起きた事故だ。園の外堀沿いの工事中に不発弾が爆発し、3歳の女児や作業員ら計4人が死亡、34人が負傷した。近年では2009年、糸満市で水道工事作業中に不発弾が爆発した。男性2人が重軽傷を負い、近くの老人ホームの窓ガラスが100枚以上割れる被害があった。那覇空港の滑走路近くで不発弾3発が相次いで見つかったのはおととし。沖縄の玄関口である重要施設での発見に驚きと恐怖を感じた。県の推計では、20年度末時点で回収されていない不発弾は1906トン。国や県は処理に年間約30億円の予算をかけているが、近年の処理量で進めると全ての処理に100年近くかかる計算となる。気が遠くなるような期間だ。「終わらない戦争」はそれだけではない。戦没者遺骨もある。　復帰前、琉球政府が推計した戦没者収骨対象は18万8136柱に上る。　長年、遺族やボランティアらが収集を続けてきたが少なくとも約2800柱は未収骨だ。激戦地だった本島南部を中心に地中に眠ったままとみられる。「どうにかして遺骨を探して供養したい」との遺族の思いは強い。ただ、探す手掛かりを持つ戦争体験者は減る一方だ。開発による地形の変化、遺骨が風化して周囲の土砂と見分けにくくなっていることなども収骨を難しくしている。遺骨収集ボランティア「ガマフヤー」代表の具志堅隆松さんは次世代に引き継ぎ収集の継続を訴える。その思いを受け止めたい。今、辺野古新基地建設を巡って南部からの土砂採取計画が持ち上がっている。「人道に反する行為」と県民が憤るのはもっともである。昨年の慰霊の日、玉城デニー知事は平和宣言で、戦争の傷が今も残ると指摘し「国の責任において一日も早いご遺骨の収集、不発弾の処理を行ってほしい」と訴えた。　どちらの問題も、沖縄が戦場になったことで起きた。戦後処理の一環として国が責任を持つのは当然である。特に、16年に施行された戦没者遺骨収集推進法は、遺骨収集を「国の責務」と定め、24年度までを集中実施期間に位置付けている。その責務はまだ果たされていない。 Source: news.yahoo.co.jp Photo: mainichi.jp 警察は「不発弾を見つけたら近づかず連絡してほしい」と話しています。 Biography of a Bomb Dear editors, Biography of a bomb is aimed at highlighting the danger caused by unexploded bombs. 11/01/2022 Laos, Xiangkhoang  “If you ever come across anything suspicious like this item, please do not pick it up, contact your local law enforcement agency for assistance” テラ・ルネッサンスは、ラオスのシエンクワン県において、幼い子ども向けの不発弾回避教育を行っています。対象とする7か村の内6か村における1回目の回避教育は7月に実施しましたが、残る1か村であるナーカムペン村は11月になってしまいました。回避教育の実施が遅れた原因は、村役場側と村人側の間の揉め事でした。ナーカムペン村は、少数民族のモン族の村です。モン族は中国南部からインドシナまで広い地域に広がり、欧米やオーストラリア等への移民も多いですが、美しい刺繍を施した美しい伝統衣装が特徴で、また森と共存する伝統生活がここラオスでは今も残っています。今回は環境保全のために自由な森の使用を制限する行政側と伝統的な森使用を求める村人側の間で揉め事でしたが、モン族の持続可能な森との共存生活を体験したことがある私の考えとしては、行政側に村人の伝統生活を守れるように配慮してほしいと考えています。でも、とりあえず今回は大事にならず、話し合いで解決できて何よりです。更にラオス政府の活動規制の影響もあり、同村での回避教育は2021年11月17日、19日の2日間になってしまいましたが、回避教育自体は大いに盛り上がり、子ども達も大喜びでした。しかし非常に悲しいニュースが、回避教育が終了した2日後に飛び込んできました。回避教育の前日の11月16日に、同村で不発弾爆発事故が発生し、5歳男児（年中の年齢）、6歳女児（年長の年齢）、8歳の男女2名（小2）の子ども4名が負傷しました。5歳児が不発弾を見つけ、それを8歳児が捨てようとして放り投げ、爆発しました。私たちの回避教育に効果があることを示すには、もっと活動を続け、データをとらないといけませんが、小さい子ども達の反応もとても良いので、せめてもう1日回避教育が早くできていたら、事故が防げたのではないかと考えてしまいます。回避教育の対象年齢の子ども達が被害にあったことは、本当にショックですが、これからも活動を継続します。 Photo-Source: terra-r.jp If you find anything that appears to be an explosive , device, do not touch it, leave it where it is and call the police….
